Request for Proposals: Strategic Planning & Facilitation

In order to achieve our ambitious goals, MENTOR Canada wishes to embark on a strategic planning process that engages key stakeholders across Canada.   

MENTOR Canada is aware that there are a variety of perspectives, models, and approaches available to develop a strategic planning document; therefore, the successful candidate should be able to discern which model or model(s) will best enable MENTOR Canada to define, develop, and complete its organizational and programmatic goals as defined by current contractual obligations and development priorities.  


The primary deliverable of this contract and process will be a written strategic plan document that presents the planning process, research, analysis, opportunities and strategies along with an implementation plan that will guide MENTOR Canada’s activity for the next three years.  Scope of work will include but is not limited to:  

  1. Work/ Project plan that outlines roles, responsibilities and timeline; 

  2. Plan for virtual sector consultations / interviews with up to 50 stakeholders including but not limited to corporations, youth-serving organizations, mentoring service providers, governments, Indigenous communities, marginalized communities (e.g. ethno-racial, LGBTQ2+, etc), and youth. 

  3. A kick off meeting with Founding Partners and MENTOR Canada staff on November 9; 

  1. A touch base with the MENTOR Canada tri-chairs on December 7, 2020;  

  2. Presentation of draft strategic plan to Tri-chairs on January 15, 2021; 

  3. Final draft of strategic plan to Managing Director January 30, 2021. 

Key Dates
  • Deadline for submission of proposals: Wednesday October 28, 2020 

  • Interviews: week of November 2, 2020 

  • Final selection of candidate: November 6, 2020 

  • Project start date: November 9, 2020 

  • Facilitation workshop with Founding Partners: November 9, 2020 

  • Touch base with Tri-chairs: December 7, 2020 

  • Draft report presented to Tri-chairs: January 15, 2021 

  • Final report submitted by: January 30, 2021 

Skills and Expertise
  • Knowledge of or interest in child and youth development, mentoring, social justice work, community development, public policy, educational policy studies, psychology, public health and preventative medicine. 

  • Ideal candidates and/or firms will be Canadian based and have strong connections to Indigenous communities and both official language communities across Canada 

  • Extensive experience in conducting organizational strategic planning, including facilitation of sessions; 

  • Experience in research and evaluation, especially not-for-profit organizations; processes; 

  • Experience in working with a diverse group of organizations; 

  • A broad range of experiences of working in the not-for-profit sector; 

  • Strong project management skills; 

  • Demonstrated ability to meet timelines; 

  • Excellent written and verbal communication skills, with an emphasis on compiling data and writing reports using clear language.

All submissions should include the following components: Cover Letter, Contact Information, Information about Consultant and/or Company, Proposed Work Plan, Relevant Project Experience, Three Customer References, and Detailed Financial Quote that does not exceed $50,000CDN including travel related costs and taxes.
